On Sunday March 17^th, 2019, the parade square of the 25^th Military Law and Order Service (MLOS) Training Centre saw a new formation – 56 police vehicles formed around the perimeter, each with lights flashing and newly emblazoned crests of the MLOS. This unique event was the culmination of a project that began in 2017 between Canadian and Ukrainian Military Police, as they worked to rebuild the 25^th MLOS Training Centre, and indeed the military police capability within the country.

The vehicles are one part of a $1.2M donation project. This includes computers and training equipment that was initiated under the umbrella of Operation UNIFIER. Operation UNIFIER is the recently renewed Canadian Armed Forces mission to support the Security Forces of Ukraine. Most precisely, this donation will enhance the training capability at the training centre in Lviv and at the MLOS’ regional training detachments across Ukraine.

“This equipment will improve the effectiveness of training and increase operational capabilities by keeping pace with the needs of a growing organization, while contributing to the ongoing efforts to strengthen and reform the MLOS,”.said Captain Bernard Caron, Officer Commanding the Military Police Training Group. As the Deputy Commander of the 25^th MLOS Training Centre, Captain Caron will be able to see the impact of this donation first-hand.

Additional contributions and support were provided by Canada and the multinational Military Police community. In addition to facilities, staff, courses and students, the 25^th Military Police Training Centre requires training equipment to be effective in fulfilling its mandate. This generous donation provides essential modern equipment to support MLOS training both at the 25^th Military Police Training Centre and across Ukraine. The creation of a professional and credible Military Police is an institutional safeguard which is essential to instill public confidence in the Armed Forces. As the Center of Excellence of the MLOS reform, the 25^th Military Police Training Centre is at the very core of this effort.

This donation project includes:

• 40 Laser Printers HP Color laserjet pro m477;
• 13 4×4 Ford Ranger;
• 9 Ford Transit 15-seater Minibus R410L3H2 TREND;
• 150 Mattresses;
• 40 Microsoft Licenses;
• 9 Ford Transit 2.0 TDCI 9 seater Minibus;
• 12 Ford Kuga C520 MCA;
• 1 Ford Transit Van 2.0 TDCI Van;
• 40 Notebook computers; and
• 12 Ford Focus 1,6 Trend 4 door.

The 25^th Military Police Training Centre will also receive these items in April 2019:

• Three defibrillators;
• Four refrigerators;
• Two washers and dryers;
• Two 65-inch TVs;
• Two 43-inch TVs;
• Four projectors; and
• Gym fitness equipment (three treadmills, three rowing machine, four exercise bike).

Operation UNIFIER’s focus is to assist with security force training. This will help them improve and build their capability and capacity. The Canadian Armed Forces coordinates its efforts with the U.S. and other countries that support in the same way. Military training is one part of Canada’s overall support to Ukraine. On March 18, 2019, the Government of Canada announced the extension of Operation UNIFIER until the end of March 2022.
